Do I need to pick my providers and sign anything to that effect at my first CPSE meeting? What happens if I don't?

You don't have to sign or agree to anything at a CPSE meeting (other than an attendance sheet -- sign in to show you were present.) You're entitled to take time in deciding. That said, if you take time, they'll take time and more time passes until your DC gets services. So that's something to consider.

OP: If I don't pick a provider at the meeting, I have to jump through hoops later? I have a SEIT and OT lined up, but no therapist (I have some with availability, but haven't really talked to them to determine whether its a fit . . .)

Best to spend the time before the meeting to determine which providers you want and if they'll work with CPSE. If you go to the meeting unprepared, then that just adds time to the whole process.

Thanks. I guess I don't understand the process. If I find a provider after the meeting, is their additional paperwork? Another meeting?

If you pick someone from the list of approved providers, probably not. If you're trying to get a provider who is not on the list approved, that could mean another meeting.
