OP again: as I said below, I found it in Urban Dictionary, "Papi Chulo to Puerto Ricans and Dominicans means a guy who's tha Mac Daddy, tha PIMP Papa! The one that lays down tha law and showers you with gifts. He doesn't abuse you and is a MUST that he be great in bed and can roll a tongue to the point of bringing his woman to orgasm. Yeah, it gave me 10,000 videos on Youtube by "poppi chulo" and a translation of "poppi dandy" which means nothing to me. However after the helpful response above I was able to find it on Urban Dictionary.

Papi Chulo is a Puerto Rican appellation. The meaning I know from childhood was Big shot, handsome guy with lots of women wanting him or a guy with a rep for having plenty of money or 'props'. It didn't come with any gangsta connotations.
