Some are and some are not and in many end of May and early June girls are the youngest in the class

no, they're just not offering them spots.

They are if they don't like them; they aren't if they do.

that makes no sense; they could just reject them, if they red-shirt them that means they like them enough to accept -- just for a diff. year
